Program Coordinator
The ELL Program Coordinator for the district is Matt McDonough, Curriculum Director and High School Principal.
Identification:
In the East Central Community School District, identification of ELL students will begin at registration:
- All kindergarten students’ parents/guardians will complete a home language survey.
- This survey will also be required of any K-12 student new to the district.
- Other methods of identification could include the following:

- parent interview;
- English language proficiency assessment
- teacher referral; or
- special education referral
Identification Procedures:
- At registration or upon entry into the district, kindergartners’ or new students’ parents/guardians will be given a home language survey. The survey is to be completed at the time of registration. The surveys will be collected by the curriculum director. He will determine if any of the above has a home language other than English. If yes, the counselor will conduct an initial assessment of the student’s English proficiency.

Assessment:

- The district will seek assistance from Sharon Halcomb, ELL consultant for Mississippi Bend AEA 9, when a student is potentially identified as ELL. She will provide us with the K-12 IPT English assessment in speaking, reading, and writing.
- MAP Testing will be used to assess a student’s math and reading proficiency level
- Assessment for state/federally required English Language proficiency in listening, speaking, reading, and writing is the Iowa English Language Development Assessment (IELDA), ordered each year by the district by February 1, and given during the month of April. This test along with other district data and multiple measures will be used in exiting the student from English language development instruction and services.
Assessment procedures:
- The guidance counselor will be in charge of delivering assessments. If taking the IPT, the student will take the exam in the fall. A new student will take the exam as they enter the district. Results will be forwarded to the ELL Coordinator. The ELL Coordinator will conduct a team meeting with the staff involved in teaching the student and present results. A placement decision will be made.
Placement:
A determination to serve the student with English language development instruction in addition to English language arts and reading will be made based on the results of their English proficiency test and academic assessments. A student scoring English proficient on IPT will be placed into the regular education program with no additional services for learning English, or accommodations for English. If the student scores non English proficient or limited English proficient, the student will be placed in a regular education program with 30-45 minutes daily of additional tutorial time in English language development instruction.
Once placed in an English language development program, the district will notify the student’s parents regarding:
- reason for placement in a program,
- the student’s level of language proficiency and academic test results,
- methods of instruction,
- program exit requirements, and for special education students, how the program will help fulfill IEP goals.
Procedures for Placement:
- A school team will be formed to make a decision regarding placement. The team will include the building principal, guidance counselor, the ESL (tutorial) teacher, and grade level teacher(s).
- Teachers assigned to tutorial English development instruction will be selected from our resource and Title I teachers. The team listed above will make a determination of where and how this will be done.
- Sharon Halcomb will be our AEA ELL consultant.
Exit from the program will follow Iowa Code:
An individual student may exit from an ESL or Transitional Bilingual Education (TBE) program after an assessment has shown both that the student can function in English (in speaking, listening, reading, and writing) at a level commensurate with the student’s age or age peers and that the student can function academically at the same level as the English speaking grade level peers. These assessments shall be conducted by utilizing state, local, or nationally recognized tests as well as teacher observations and recommendations. (Chapter 60-281-60.6(3)(b)(4))
Exit Criteria:
• Evidence of success in the regular classroom
• Reading level equivalent to the mainstream
• Sustainability of the success (one or two years)
• Lack of need for English acquisition support
• Results of English proficiency test
• Agreement of teachers, other staff
• Proficient score in district-wide assessments
Parents will receive written notification of the exit decision.
Our district has adopted the Iowa English Language Proficiency Standards.
Evaluation of ELL Program:
The ELL Program will be evaluated through the district’s Teacher Assistance Teams, at the building level in which the program is in use. This will be done at the end of each year it is use.
